Right now I'd be mightily relieved if we still have Rice and Soucek here next season and delighted if we still have Lingard, let alone 100M to spend! All other positions could be arguably improved upon if you want the team to improve, although when fit Antonio is essential to the way we play as are Coufal and Ogbonna who have done more than enough to show they are integral to the team, and Fornals is going a long way to proving that himself.
Generally whilst we could upgrade at left back we definitely need the obvious areas improved first with good back up's at the very least at goalkeeper, central midfield and another, if not two strikers. I suspect Moyes will accept Frederik's as back up for Coufal.
If we don't have \\Rice, Soucek and Lingard you would do well to replace them even with 100M !

I'd look at Eze at Palace to compliment rice and soucek and as a replacement for Noble.
Young, attack minded, carries the ball well and has a great eye for a pass.

Hopefully what we have learnt over the last 12 months is that its not about £40m show ponies like Haller & Anderson but its real characters who are hungry like Coufal (£5m), Soucek (£17m) & Dawson (£2m).
We wont be getting established Premier league players like Ings & Dendonker but the next Bowen out of the Championship or a European that Director of Football T Soucek ANOINTS.

I like the ambition but unfortunately it isn't going to happen.
£100m in a pandemic is unrealistic.
Dendoncker? - why would he leave Wolves when he is a regular starter. He isn't going to come to West Ham to be second fiddle to Rice.
Wolves are having a difficult season because of injuries. They will be much better next season. He would be best to stay there.
We also aren't going to pay a transfer fee for Danny 'injury prone' Ings. He will cost £30m at least.
We will be looking to firstly offload high earning squad players such as Yarmolenko, Balbuena, Anderson, Lanzini as well as Martin.
We will then introduce some youth players such as Alves and Trott and then fish in the bosman and loan market and both the Championship and Europe for two or three promising young European players.
Instead of Dendoncker, I expect somone like Lundstram on a free or Dasilva if Brentford don't get promoted.
Instead of Ings, I expect an Ivan Toney or a young player that is scoring goals from a European league or young attacking fringe Premier League players on loan such as Tammy Abrahams and Reiss Nelson.
Moyes has a big job in the summer, to not only clear out the deadwood and strenghen with the right players, but also to keep hold of Rice and Soucek.

Atalanta were in the CL a couple of times recently and they didn’t need to spend £100m.
Neither do teams like Porto or Lyon or RBL.
Just need to be smart.

As long as they don’t come out and say our budget is 100m and immediately put all asking prices up by 20%.
Anyway, Moyes (or whoever is doing the recent buying) has shown that you don’t have to pay top dollar to get decent quality in.
I’d go all out for Lingard and Ivan Toney (30m?) and 3 or 4 decent squad players.
If we get CL or EL we would need to spend 100m (75m plus sale proceeds) otherwise it could be disastrous.

Sadly no chance of getting 100 million. Our average spend is 50 million and that is in non-COVID times. Moyes will get 30 - 40 million tops and be expected to sell to finance anything else so will maybe have 50 odd million to spend. Half or more will go on a striker. So we have to hope we can find some more Coufals or some young hungry players no one knows about ( unlikely with the scouting systems these days versus our one bloke in a cap that turns up at games).
